When I see the name Silver Scarab, I have to ask if there's a link between he and the Blue Beetle character. Is there also a tie between Blue Beetle and Hawkman?

No actual link that I'm aware of in the DCU. Probably because Roy Thomas never got his hands on the Charlton characters while at DC
However I do believe that the Silver Scarab name was indeed a homage to Blue Beetle. Roy Thomas had written on the 60's Dan Garrett Blue Beetle revival from Charlton, which had elements similar to the Hawkman/Dr Fate mythos (archeology/Egyptian mythology).

I'm trying to remember if the Silver Scarab was mentioned during the later JSA B.C. arc in this series. Nothing's coming to mind though without my collection in front of me.
